Vehicle classes and the standards they must meet

Situation
The information below is a comprehensive guide to the standards required for different vehicles. It sets out the definitions of the different
vehicle classes and the standards that must be met by vehicles of each class.
Most of the standards deal with vehicle safety but there are also two types of environmental standards. For emissions standards see infosheet 2.08. For noise requirements that came into force on 1 June 2008 see Land Transport Rule: Vehicle Equipment Amendment 2007.
If you wish to import a motor vehicle to New Zealand, you may wish to check if it qualifies as an immigrant’s vehicle (of Class MA, MB or MC) or a ‘special interest vehicle’, in which case you may find it does not have to meet a frontal impact or emissions standard. Details are provided in Factsheet 44a and Factsheet 44b.

New Zealand's vehicle standards requirements
New Zealand transport law requires that the systems and components on specified classes and groups of motor vehicles must comply with
approved standards. The standards were first introduced in the Transport (Vehicle Standards) Regulations 1990 and they are now set out
in a series of Land Transport Rules.
In New Zealand law, vehicles are divided into various classes that match the classes in the Australian Design Rules, the ADRs. Sets of
standards for different classes of vehicle are 'approved' in each Land Transport Rule. Specified systems, parts and components in a vehicle
of a particular class manufactured after a particular date (except frontal impact standards for Class MA vehicles, see Class
MA below, and except imported heavy-vehicle brakes from 1 July 2008, which apply by date of first registration in New Zealand) must
meet the appropriate version of at least one of the approved standards listed in the Rule.
The approved standards are those of Australia (ADRs), Europe (UN/ECE and EC), USA (FMVSS) and the Technical Standards of Japan. Sometimes
a standard from another jurisdiction is approved for a particular item, but the overall policy is to provide a range of standards covering
vehicles from the main four safety-conscious standards-setting regimes from which New Zealand's vehicles are sourced. Compliance with a
more recent verision of an approved standard is accepted.
To find out which standards a vehicle has to meet:
Step One: Work out what class of vehicle you have, using the descriptions of each class in the
table below. If you can't determine the class of vehicle, you should contact an entry
certifier (as listed in Infosheets 2.10 to 2.14).
Step Two: Click on the class of your vehicle. This will lead to another table showing the standards that vehicles of
each class must meet. This is based on the date of manufacture, except in the case of Class MA frontal impact standards (see Class
MA table below) and except in the case of imported heavy-vehicle brakes from 1 July 2008, which apply by date of first registration
in New Zealand.
Step Three: If you want to see lists of the actual standards that are approved, click on the relevant system, part or
component for your vehicle class.
Step Four: Get proof that your vehicle meets the required standards. Infosheet 2.08 sets
out the vehicle exhaust emission standards vehicles are required to meet and has information on proving compliance with an applicable standard. Infosheets
1.67, 2.10, 2.11, 2.12, 2.13 and 2.14 have
information on proving standards compliance.

A motor vehicle that:
- has two wheels; and
- either:
- has an engine cylinder capacity exceeding 50 ml; or
- has a maximum speed exceeding 50 km/h.

- has three wheels asymmetrically arranged in relation to the longitudinal median axis; and
- either:
- has an engine cylinder capacity exceeding 50 ml; or

Side-car |
A car, box, or other receptacle attached to the side of a motorcycle and supported by a wheel. |
| LE (Motor tri-cycle) |
A motor vehicle that:
- has three wheels symmetrically arranged in relation to the longitudinal median axis; and
- has a gross vehicle mass not exceeding one tonne; and
- either:
- has an engine cylinder capacity exceeding 50 ml; or
- has a maximum speed exceeding 50 km/h.
An LE 1 motor vehicle has one wheel at the front and two wheels at the rear. An LE 2 motor vehicle has two wheels at the front and
one wheel at the rear. |
| DEFINITION: Passenger vehicle |
A motor vehicle that:
- is constructed primarily for the carriage of passengers; and
- either:
- has at least four wheels; or
- has three wheels and a gross vehicle mass exceeding one tonne.

MA (Passenger car)
 |
A passenger vehicle (other than a Class MB or Class MC vehicle) that has not more than nine seating positions (including
the driver's seating position). |
MB (Forward control passenger vehicle)
 |
A passenger vehicle (other than a Class MC vehicle):
- that has not more than nine seating positions (including the driver's seating position); and
- in which the centre of the steering wheel is in the forward quarter of the vehicle's total length.

MC (Off-road passenger vehicle)
 |
A passenger vehicle, designed with special features for off-road operation, that has not more than nine seating positions
(including the driver's seating position), and that:
- has four-wheel drive; and
- has at least four of the following characteristics when the vehicle is unladen on a level surface and the front wheels are parallel
to the vehicle's longitudinal centre-line and the tyres are inflated to the vehicle manufacturer's recommended pressure:
- an approach angle of not less than 28 degrees;
- a breakover angle of not less than 14 degrees;
- a departure angle of not less than 20 degrees;
- a running clearance of not less than 200 mm;
- a front-axle clearance, rear-axle clearance, or suspension clearance of not less than 175 mm.

A passenger vehicle that has more than nine seating positions (including the driver's seating position). An omnibus comprising
two or more non-separable but articulated units shall be considered as a single vehicle. |
| MD (Light omnibus) |
An omnibus that has a gross vehicle mass not exceeding 5 tonnes. |
| MD 1 |
An omnibus that has a gross vehicle mass not exceeding 3.5 tonnes and not more than 12 seats. |
| MD 2 |
An omnibus that has a gross vehicle mass not exceeding 3.5 tonnes and more than 12 seats. |
| MD 3 |
An omnibus that has a gross vehicle mass exceeding 3.5 tonnes but not exceeding 4.5 tonnes. |
| MD 4 |
An omnibus that has a gross vehicle mass exceeding 4.5 tonnes but not exceeding 5 tonnes. |
| ME (Heavy omnibus) |
An omnibus that has a gross vehicle mass exceeding 5 tonnes. |
| DEFINITION: Goods vehicle |
A motor vehicle that:
- is constructed primarily for the carriage of goods; and
- either:
- has at least four wheels; or
- has three wheels and a gross vehicle mass exceeding one tonne.
For the purpose of this description:
- a vehicle that is constructed for both the carriage of goods and passengers shall be considered primarily for the carriage of
goods if the number of seating positions multiplied by 68 kg is less than 50% of the difference between the gross vehicle mass
and the unladen mass;
- the equipment and installations carried on special purpose vehicles not designed for the carriage of passengers shall be considered
to be goods;
- a goods vehicle that has two or more non-separable but articulated units shall be considered to be a single vehicle.

| NA (Light goods vehicle) |
A goods vehicle that has a gross vehicle mass not exceeding 3.5 tonnes. |
| NB (Medium goods vehicle) |
A goods vehicle that has a gross vehicle mass exceeding 3.5 tonnes but not exceeding 12 tonnes. |
| NC (Heavy goods vehicle) |
A goods vehicle that has a gross vehicle mass exceeding 12 tonnes. |
| DEFINITION: Trailer |
A vehicle without motive power that is constructed for the purpose of being drawn behind a motor vehicle. |
| TA (Very light trailer) |
A single-axled trailer that has a gross vehicle mass not exceeding 0.75 tonnes. |
| TB (Light trailer) |
A trailer (other than a Class TA trailer) that has a gross vehicle mass not exceeding 3.5 tonnes. |
| TC (Medium trailer) |
A trailer that has a gross vehicle mass exceeding 3.5 tonnes but not exceeding 10 tonnes. |
| TD (Heavy trailer) |
A trailer that has a gross vehicle mass exceeding 10 tonnes. |

AA (Pedal cycle)
Pedal cycles don't have to meet specific standards.
AB (Power-assisted pedal cycle)

in Revision 3.1 of Infosheet 2.08.
