Review of physical works, professional services and public transport procurement procedures

- Background information

Stage 1 of the Review

This stage involved extensive consultation including formal feedback on a consultation document. Eight sector group meetings were also held. A Stage 1 Review report was provided to the Land Transport NZ Board and detailed an integrated package of change initiatives based on the consultation feedback. The change initiatives aim to assist approved organisations in selecting the best procurement approaches for the various land transport activities they undertake.

Stage 2 of the Review

Stage 2 of the review incorporates the previously separate public transport procurement review, and aims to deliver the changes and outcomes recommended from the first stages of the reviews of physical works, professional services and public transport. It has a long-term focus and is designed to enable approved organisations to use procurement to obtain better value for money spent from their NLTP funding.

Procurement Review Reference Group

The physical works and professional services reference group represents approved organisations (including local authorities), their suppliers (NZ Contractors’ Federation, Roading NZ, ACENZ), and the Ministry of Transport.

The public transport technical reference group represents approved organisations (regional councils and a territorial authority), their suppliers (Bus and Coach Association) and the Ministry of Transport.

During Stage 2 of the review, the NZ Transport Agency (NZTA) continued to work with these reference groups on implementing the change initiatives. Group members have been an important communications channel between NZTA and key stakeholder groups.

Roadshows

During November and December 2008, the NZTA held a series of free presentations around the country to provide local authorities, their suppliers and any other interested parties with information on the interim version of the Procurement manual.

The presentations provided information on:

  • NZTA's objectives for a new procurement environment
  • The structure and content of the new manual
  • How organisations can obtain better procurement results by using the new manual
  • How the new manual will be made operational
  • How to provide feedback on the interim manual.

Piloting an interim Procurement manual

The NZTA's Highways and Network Operations Group (formerly Transit NZ’s State highways division), along with ten local and regional councils piloted an interim version of the Procurement manual developed following comprehensive reviews of procurement procedures relating specifically to:

  • Physical works and professional services.
  • Public transport.

The aim of the pilot was to test the content and practical application of the interim manual. A key component of the new manual is an emphasis on encouraging strategic planning in order to obtain whole-of-life value for money, rather than a shorter term focus on obtaining the lowest price up front. Views and experiences from the pilot helped shape the finalised manual.

A formal feedback process provided organisations and stakeholders not involved in the pilot with an opportunity to have a say on the content of the final manual.
