Planning, programming and funding manual
This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the
National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during
those cycles.
The manual was also used to manage the 2008/09 NLTP.
The procedures described in this manual have been developed to assist approved organisations to
prepare and plan projects and activities for which they seek funding from the NZTA, within the
framework of the NZTA’s overall funding allocation process.
The Planning, programming and funding manual is also available in PDF, either as the whole document or in parts. The PDF version is the master document.

- This part gives an introduction to land transport planning, programming and
funding, describing sources of funds and how the National Land Transport
Fund (NLTF) works.
- Part B Strategy and integrated planning
- The Land Transport Management Act 2003 (LTMA) places emphasis on strategic
planning, which needs to be integrated between transport modes and across
sectors.
This part of the manual covers strategy development and integrated planning.
- Part C Regional Land Transport Programmes
- The 2008 amendment of the The Land Transport Management Act 2003
introduced coordination of land transport programming at the regional level.
Regional land transport programmes (RLTPs) are now the main input to the
NLTP. This part of the manual gives guidance on the preparation of
RLTPs.
- Part D National activities and the National Land Transport Programme
- This part covers the legislation and guidelines that the NZTA uses to make recommendations
on the Road Policing Programme; activities managed or delivered by the NZTA on a national basis; and the legislation, guidelines and processes that the NZTA follows when
preparing the NLTP.
- Part E Funding approval, procurement and management
- This part describes the NZTA's funding approval of activities; procedures for implementing and managing the NLTP and making claims for funding assistance; and procedures for monitoring, auditing and reporting on the land transport
system and land transport activities.
- Part F Activities, work categories and funding policies
- This part defines the work categories that make up activity classes; provides examples of activities that can be funded under each work category; and provides rules and rates for funding assistance for each activity class.
- Part G Assessment methods and peer review
- This part covers the NZTA’s detailed assessment methods for activities and
combinations of activities.
It also covers the NZTA’s approach to peer reviews.
