Administration

Transit New Zealand administration and project control

An amount of $49.4 million has been allocated to Transit for administration and project control activities associated with the management of the state highway network. This is the same amount as was forecast for 2007/08 in the 2006/07 NLTP.

Regional council administration support

Financial assistance towards approved regional council administration costs is categorised differently this year compared to last. The categories and the allocations are described below. The administrative costs exclude project specific costs which are included in other activity classes. The allocation funds regional councils and also unitary authorities with the same planning and passenger transport responsibilities.

The total allocation for these activities in 2007/08 is $9.3 million. This is a slight reduction compared to 2006/07 arising primarily from the reclassification of costs.

Regional land transport planning

The works covered by this allocation include the preparation of a regional land transport programme, and the development and maintenance of and reporting on the regional land transport strategy.

Passenger transport administration

The allocations assist regional councils to meet the costs of administering and managing passenger transport services. ARTA’s service management costs are included in the passenger transport activity class reflecting the specific legislation governing it.

Total mobility administration

The allocations under this work category assist regional councils to meet the costs of administering and managing total mobility scheme costs.

Territorial authority administration support

The purpose of financial assistance in this area is to support a commitment to:

  • competent management of consultants or a territorial authority’s professional services business unit
  • the efficient operation of management systems
  • accurate financial and achievement reporting
  • development and management of roading programmes.

Financial assistance is provided at 2.25 percent of the total Land Transport NZ financial assistance for the maintenance, renewal and improvement of local roads, and for activities improving the use of the land transport system such as travel behaviour change and walking and cycling initiatives. The amount provided in 2007/08 is $17.2 million. The increase of $2.8 million over the 2006/07 allocation reflects the change in the size of the territorial programmes.
